North Metro Fire Invites Public Comment on Fees for Engineering Services

3 Men with Hard Hats Talking on Construction Site

North Metro Fire Rescue District is considering raising its fees for engineering services, including plan review, permitting and inspection activities. A resolution regarding the fee schedule will be proposed and voted on by North Metro Fire’s Board of Directors at the District’s board meeting on July 21, 2020. The public is invited to attend the virtual meeting and provide comments on the proposed fee schedule. Details on the board meeting, conducted via Zoom video teleconferencing, will be posted on the District’s website at www.northmetrofire.org and on the front door of North Metro Fire’s Headquarters located at 101 Spader Way in Broomfield in advance of the board meeting. One can also email comments or questions to Steven Gosselin, Fire Marshal/Division Chief of Fire Prevention, at sgosselin@northmetrofire.org.

Summary of Proposal

One of the primary roles of North Metro’s Fire Prevention Division is to provide plan review, permitting and inspection services directly associated with new development and ongoing building construction activities within the fire district. North Metro Fire’s current fee schedule for engineering services was adopted in 2003. Despite significant growth over the past 16 years, the fees for such services have not increased.

In order for the Fire Prevention Division to meet the growing demands of its customers and governmental partners, a fee increase is necessary. Raising fees will give North Metro Fire the ability to optimize and maintain staffing levels to help reduce turnaround times. A recent customer service survey showed that shorter turnaround times are of great importance to the District’s construction/development customers.

Under the existing fee schedule, North Metro Fire averaged approximately a 19% cost recovery for the engineering services it provided its customers over the past four years. The District proposes doubling its service fees for construction/development customers in order to recover a projected 36% of costs incurred. The overall cost impact on construction projects will be minimal and is estimated to be between a 1.6% to 11.63% increase when compared to the total monetary valuation of the work against which such fees are assessed. Even with a fee increase, North Metro Fire’s service fees will be at or below average in comparison to other Denver Metro area fire districts.

If the resolution is adopted at the July board meeting, the new fee schedule will take effect August 1.
